When will a crowdfunding campaign first raise one billion US dollars?
it must raise USD directly, if it uses a different currency (including crypto) it doesn't count.
If there's 20%+ inflation then the amount of dollars will be adjusted to September 1st 2023, otherwise, it won't be adjusted for inflation.
It doesn't matter what the original funding goal was, as long as one billion USD have been pledged.
The campaign can use equity crowdfunding and refund bonuses.
If neccessary for resolution, the exact date of the campaign will be the time it reached one billion USD.
