Wait, is there any reason this closes at the end of 2023 rather than staying open longer or closing at some other seemingly arbitrary near term date? I assume I'm correct in thinking that if he does testify in 2024 or later people would already get their no payouts?

@DavidHiggs I will prolong the end date as long as both Yudkovsky and Congress exist.
